About Phil Landfried

Phil Landfried is a senior technology executive with deep expertise in cybersecurity, digital transformation, and mission‑critical IT leadership across the Department of Homeland Security. He joins IT‑Strat with more than two decades of experience delivering secure, scalable, and high‑impact technology solutions for complex federal environments.

Before joining IT-Strat, Mr. Landfried most recently served as Deputy Chief Information Officer at CISA, where he co‑led enterprise technology strategy and oversaw major modernization and software development initiatives focused on resilience, cybersecurity, and user experience. He previously served as Chief Information Officer and Assistant Commissioner at U.S. Customs and Border Protection. Under his leadership, CBP achieved major modernization milestones, including retiring legacy mainframes, migrating dozens of applications to the cloud, expanding SaaS capabilities, and establishing enterprise Centers of Excellence.

In the private sector, Mr. Landfried has held senior leadership roles supporting DHS,  where he led digital transformation, threat‑analysis support, and secure travel and trade technology solutions.

Mr. Landfried is widely recognized for driving innovation across homeland security missions and has received multiple national awards for advancing agile delivery, cybersecurity, and mission‑aligned IT modernization.
